Bylaws
- The Club shall be known as the Franklin County Sportsmen’s Club, and shall be referred to in these Bylaws as “Club.”
- The purpose and objective of the Club is to promote the conservation of Fish, Wildlife, Natural Resources, Hunter Safety, and Firearm Sporting Events.
- The Club shall consist of two types of members: 1) Regular members, who are individuals eighteen years of age or older, and 2) Junior members, who may join under their parent or legal guardian’s membership, and are under the age of eighteen, or, if enrolled and actively attending school, under the age of 25. Membership in the Club is open to all individuals not previously revoked, upon payment of annual dues. Membership in the Club may be revoked or suspended for cause by majority vote of the members of the Board of Directors and Officers. In such cases, dues paid by the revoked or suspended member shall be retained by the Club.
- Officers of the Club shall be President, First Vice President, Second Vice President, Secretary, Treasurer, and the Board of Directors. The President shall serve as the Chief Executive Officer. All officers shall be elected for one year, and shall hold office until their successors are duly elected.
- Officers shall be elected by those members present at the regular meeting on the first Friday in December. Junior members shall not have voting privileges.
- The Club shall hold its regular meetings on the first Friday in each month, unless other meetings are necessary, in which case, all members shall be notified of the additional meeting date and time by the Secretary, at the request of the President. If a meeting falls on a major holiday, the meeting shall be held on the next Friday that is not a major holiday. All meetings shall be held in accordance with Robert’s Rule of Order.
- The President, with the Board of Directors, may transact important Club business. All such business shall be reported to the Club membership at the next regular meeting.
- The Board of Directors shall consist of six members which shall include the President and outgoing President. The remaining members of the Board shall be appointed by the President for a period of one year. The President shall act as Chairman of the Board, and Vice Chairman shall be elected by the Board members at the first board meeting of the year.
- Only paying members in good standing shall be eligible to serve as officers. Junior members shall not serve as officers.
- No person shall hold the office of President for more than two consecutive years.
- The President shall appoint as many committees as deemed necessary for the efficient operation of the Club.
- The Secretary shall keep the minutes of every meeting of the Club, including Board meetings.
- The Treasurer shall be the custodian of all monies, fees, or other cash owned and collected by the Club. The Treasurer shall pay all obligations incurred by the Club, and shall make a financial report to the members at each regular Club meeting.
- All funds which may be contributed to the Club from whatever source shall be placed in the General Fund, unless specifically designated for some special purpose by the donor.
- Any proposed amendment to the Bylaws must first be approved by the Board of Directors and Officers. The proposed amendment shall then be presented to the membership in writing at the next regular meeting following approval. A vote by the regular members for amendment to the Bylaws shall be held at the next regular meeting following presentment to the membership. Such amendment shall pass only upon a ¾ majority vote of at least 16 members present.
- Elected officers shall be given a free membership the year following such office, if the officer attended at least seven meetings during their elected year.
